On July 18, 2019, the 9th Circuit in Marinelarena v. Barr, No. 14-72003, overturned Young v. Holder, 697 F.3d 976 (9th Cir. 2012) by deciding that an inconclusive record of conviction is not enough to bar immigrants from seeking relief.
